The image seems to be showing the High Line and Short Line grade near the foreground, then followed by the Golden Circle tracks, the mine and some homes and such spread around in foreground, at left and so on. This would then date this image to later then 1901 when the track to Victor along the Short Line was built down from Victor Pass.
Being I think I see Trolley lines it has to be 1903 or later as that is when the Short Line grade was electrified and the old High Line down sharp curves on Battle Mountain was closed down...
