A 1896 artistic map gives this location to be in the valley between Grouse Hill and Straub Mountain where the road along Wilson creek meet the road coming down from up near Arequa/Eclipse Gulch.
Also, a USGS Special Map from 1894 showing the Geology of the Cripple Creek District and such list a Texas Mill in the area around the Madonna Extension lode and the Lizzie Mc & Franklin No.2 lodes along Wilson Creek.
In addition, I found a piece of info, not in terms of a mill, but in terms of a small village as I found a "Bulletin No. 291, Series F, Geography, 51 from the Department of the Interior USGS with the name of Gazetteer of Colorado by Henry Gannett" a 1906 book on the HathiTrust Digital Library site, which listed on page 167:
