This view is a often seen view of Victor, but seems to be a later view from 1914, taken by the photographer Tomer Jacob Hileman. He seems to have taken many views from this vantage point, over several years, I seen similar views marked as both 1909 and 1911, and now this having 1914 written in at lower right hand corner.

It shows the city spread out on the hillside and showing clearly why it is called "The City of Mines" as the large mines up on Battle Mountain looms over the city.

There are many mines visible in this view, from Ajax Mine upper left, Dead Pine, Granite Mine, Portland Nos. 1 & 2, Independence Mine, Strong Mine and the Gold Coin Mine hiding among the city structures of Victor.
